Dr. Leland C. Horn

Dr. Leland C. Horn is a senior project engineer and trained program manager with The Boeing Company in Dallas, Texas. He is responsible for leading complex and diverse engineering teams
in proprietary engineering contracts supporting selected United States Navy Intelligence, Surveillance and Reconnaissance platforms.
Prior to relocating to Dallas, Dr. Horn was responsible for the more than 250 personnel, equipment and facilities supporting the ground-based satellite Control Segment equipment for the
United States Air Forces Global Positioning System (GPS). In that capacity, he oversaw maintenance and sustainment of the world-wide antenna and master control stations, ensuring that
engineering and business best practices are employed to keep the GPS equipment fully operational to support the USAFs 24-hour mission assurance requirements. Additionally, he represents
Boeing as a member of the Colorado Technical University National Advisory Board and teaches as an Adjunct Professor of Management, and serves as a Doctoral Student Mentor/Dissertation Chair,
all in the Colorado Technical University Doctorate of Management program.
Dr. Horn is a retired USAF Officer and graduate of Colorado Technical University, with an MBA from Golden Gate University, and a BS in Chemistry from the Virginia Military Institute.
