Brigadier General Russell D. Howard, U.S. Army (Retired)
Director of the Monterey Institute of International Studies Terrorism Research and Education Program
Brigadier General (retired) Russell D. Howard is the Director of the Monterey Institute of International
Studies Terrorism Research and Education Program (MonTREP) in Monterey, California. He is also a Senior
Fellow at Joint Special Operations University in Tampa, Florida. Previously, General Howard was the Director
of the Jebsen Center for Counterterrorism Studies at the Fletcher School, and Head of the Department of Social
Sciences and the Founding Director of the Combating Terrorism Center at West Point. Prior to his assignment at
West Point, General Howard was a career Special Forces officer serving in Detachment, Company, Battalion and
Group command positions.
General Howard holds a BS degree in Industrial Management from San Jose State University, a BA degree in Asian
Studies from the University of Maryland, a MA degree in International Management from the Monterey Institute of
International Studies, and a MPA degree from Harvard University in Public Administration. He is the co-author of
the "Howard Series" of seven terrorism related books, all published by McGraw Hill.
