CAPT William A. Cain, USN (Retired)
Homeland Security Consultant
Andy Cain is the Colorado Technical University Doctorate of Management Homeland Security Practitioner/Scholar in-residence.
A former naval aviator, business owner, and educator he has dedicated the past 14 years of his 40+ year career to researching
the homeland security enterprise. He serves on the editorial board of the Journal of Homeland Security Education, leads the
Colorado South Central All-Hazards Homeland Security Region preparedness committee, and facilitates law enforcement counterterrorism
wargame courses for the state of California. He is a certified Colorado Terrorism Liaison Officer and DHS course instructor.
When activated he serves as liaison to the City of Colorado Springs Emergency Operations Center for the Sheriff's emergency services
division. An on-call advisor to the U.S. Northern Command J-9 Interagency Directorate, he formerly served as associate director
of the University of Colorado at Colorado Springs Center for Homeland Security. He was a founding partner in a consulting firm
providing advisory and analysis services to USNORTHCOM.
CAPT Cain is the author of both peer reviewed and professional journal articles and military and law enforcement training manuals.
His naval service involved aviation command-at-sea, interagency, joint and international duty. A doctoral candidate, he holds master
