William O. (Bill) Waddell

William O. (Bill) Waddell is the director of the Mission Command and Cyberspace Division (MCCD) at The United States Army War College (USAWC)
in Carlisle, PA, specializing in strategic Cyberspace Operations, Mission Command, Network Centric Warfare and Information Operations, and serving
as faculty instructor and academic advisor to Army War College students. He is directly responsible for the operation and integration of strategic
C2 systems in academics and exercises, and the development of academics for the strategic application of Mission Command and Joint Military Robotics.
Mr. Waddell directs the development of strategic cyberspace academics and experiential learning for government and military students at the USAWC,
working closely with the Army and US Cyber Commands. He has been directly responsible for a series of workshops and wargames at the Army War College
in the area of Cyberspace and future planning.
Mr. Waddell serves as an adjunct professor at the University of Maryland, Baltimore County teaching Cyber Warfare and Global Cyber Issues to Masters
level students. Additionally, he has served as adjunct professor at the National Defense and Air Universities, providing teaching support to their
academic programs in the area of information in warfare.
Mr. Waddell is a retired naval aviator, having served in a variety of squadron and staff positions in the areas of air operations and anti-submarine
warfare. He joined the faculty of The Army War College in 1994, assuming the position of Director, MCCD in 2005, expanding the organization to include
Cyberspace Operations in 2008.
Mr. Waddell is a graduate of the Naval War College where he earned a Master of Arts Degree in National Security and Strategic Studies, a
graduate of Salve Regina University with a Masters of Arts in International Relations, and a graduate of the University of Wisconsin-LaCrosse with a
Bachelor of Science in education.
